I don't know whether dolphins or dugongs or sea foam were the genesis of these myths, most likely it was like alot of mythical creatures, a representation of composite creatures, based on some fact and given some moral or danger tale.
Think about mermaids, luring sailors to their deaths or rescuing them (dolphins are said to rescue or play around stranded people at sea)
I really don't think just because you stop believing in a chick with a fish tail that they'd somehow transform into an astral creature because they're sad nobody notices them anymore, they never existed in the first place.

I've been reading more of my book: The Rise Of Life, which can put in perhaps yet another theory on this matter. They were referring to the variables found within distinct species of homo habilis (earliest relation of man) & australopithecus (early african hominid). The theory was discussed that some of the marvellous finds discovered, were abnormally evolved creatures. For instance the changes in ape to man, while some may have been in relation to the evolution process, others were just "freaks of nature" along the way. Like any person who cowers away because of abnormal physical appearance, these sirens/mermaids could have been in existence at one point in time, until extinction & they were turned into legends. I am interested in the elements of cryptozoology & figure if the legend is there, it may have been created from some element of truth or else a very long game of chinese whispers started by people with overactive imaginations.

i think it is possible. i mean life in the sea is so vast and yet unknown when compared to land and sky.
scientist are finding new species of animals that live in the ocean everday, so hey so anything in that respect is possible.
